Always? Why? You usually flush it if you've made changes that would affect the DNS, like editing your HOSTS file to get rid of ads, malware domains, etc... Other than that, no real reason to do so.

Yes its fine to flush your DNS cache. it wont hurt anything. Its a helpful troubleshooting step you can take if you're having problems.

I can't use BATTLEFIELD unless I clear my DNS settings, as that causes errors when connecting to servers. The issue seems to be related to network speed or latency.

What's odd here—there could be a problem with your DNS settings or something affecting your game. Have you checked if "Enable Origin In Game" is turned off in the Battlefield origin launcher settings? It might help for other players.
