I am experiencing significantly poor gameplay in this game, and it’s frustrating. My PC specifications are as follows:
CPU - 5820k (4.3 GHz),
RAM – 16 GB DDR4,
GPU – RTX 2070 with overclocking.
The game is installed on an SSD, and I am running Windows 10 Pro with a motherboard – Asus X99 3.1.

I’ve attempted numerous solutions, but nothing has resolved the problem. I consistently achieve an average frame rate of approximately 30 frames per second, even after trying various adjustments. I usually play at 1440p, but even reducing the resolution to 1080p on low settings only marginally increased my average fps, reaching around 38. I occasionally see frames peaking at 40, but they frequently drop to as low as 19. I’ve meticulously tweaked every graphical setting within and outside the game, and I have also updated my graphics driver.

At this point, I believe that either Nvidia or Rockstar needs to release an additional update to address these issues. My system should be capable of running the game smoothly, as I’ve observed it maintaining an average of 60 frames per second on less powerful machines with a combination of medium and high graphics settings. However, I haven’t encountered any crashes or freezing/lagging issues—just consistently low frame rates, even when utilizing the lowest settings.

If anyone else using a similar CPU and/or motherboard is experiencing comparable difficulties, please share any potential fixes or ideas you may have.

Power supply – I’m uncertain of the specific model, and accessing it is difficult. However, I believe it’s an EVGA gold-rated 1000W unit, which I could investigate further if needed. Memory – Approximately 9GB of RAM was detected. Processor temperatures are satisfactory, averaging around 45°C with peaks reaching approximately 60°C. Processor usage is consistently low, typically only around 15%, despite ensuring that no other programs are running in the background – no web browsers open, for example. Graphics card usage is typically at 100% or in the high nineties. The graphics card's temperatures are also within acceptable limits, generally hovering around 70°C with averages closer to 60-65°C.

I doubt you shared it solely for that reason, rather highlighting numerous issues within the game. It’s certainly disappointing.

I’m examining performance using the Intel Extreme Tuning Utility graph. It appears that while playing games, I'm only utilizing one of my six processor cores. Is this the reason for my low frame rates? If so, what steps could I take to resolve this issue?
