Every time I run my new XMP profile, my RAM sticks with 16 GB of DDR4. After saving, when the computer restarts, it still shows a speed of 2133 MHz instead of going up to higher speeds like 2666 or higher.
Alright, I do have a feeling B450 Steel Legend and your 2nd gen Ryzen shouldn't normally cause any trouble. It might be that your motherboard settings are messed up because they weren't written right for the XMP profile. Let's try turning on Gear Down Mode first. If that doesn't fix it, lower the SOC voltage down to 1.1V. You could also tell the processor to use a value like 40 (that is a good start), and going higher will make things more stable but less fast. If you want to boost the DRAM voltage to 1.4 or 1.45V, it might help, but then the chip isn't doing its job according to XMP specs, so you'll probably have to send it back for a replacement (RMA).
Once I change the settings and restart my PC, does it sit there for a long time while the fans spin on and off? If it waits 45 seconds or more, maybe it's not learning to use its RAM right. When is the RAM supposed to start working?
once I hit the settings, it takes a while to get done. I don't know exactly how much time. But it doesn't save those new times for me. My old timers stay as 15-15-15-36 though.
I believe those times were set to 2133Mhz, which means they're actually the XMP settings. You probably shouldn't have seen them written on the box or in the product description because I think that's where it should be listed instead.
Okay. I don't think this usually causes a problem with the B450 Steel Legend and the second generation Ryzen chips. It might be your motherboard settings set to wrong values because they didn't follow the XMP profile. First, try turning on Gear Down Mode. If that doesn't fix it, try lowering the SOC voltage to 1.1V. You can also tell the processor's OC temperature (procODT) to a number like 40, which is okay at first and more stable if you go higher. Raising the DRAM voltage to 1.4 or 1.45V might help, but by then it won't meet the XMP requirements, so you could likely send it back for repair.
