It seems the LG TV has an automatic feature that begins playing a scene after just one minute of inactivity, and there’s no setting to disable it. You’ve checked all the options and found nothing related. Have you considered reaching out to LG support or checking if the device is updated?

It depends on how much idle time your TV has. If the screen stays the same for an hour, you can set a changing background or use a clock face with moving hands. For Windows inactivity, adjust your power settings and increase the sleep timer to at least 15 minutes. It's odd that the TV doesn't let you change this setting. I think Windows might be the issue. You can test by using another computer or a different screen. Have a great day!

The TV should power down when nothing is shown, but it stays on as soon as a signal arrives. Could you tell me what device you’re using? If it’s a cable box or Blu-ray player, check if HDMI-CEC is enabled—it lets another device communicate through the HDMI cable. Try disabling it. Apologies for the confusion, and good luck!
