I assembled a machine using an I5 10600kf, GTX 460, 1GB RAM, B460M chipset, and an EVGA 750W graphics card with 4x2 RAM. After trying different RAM slots and then removing it entirely, I reassembled it but the issue persists.

The Gigabyte beep code page shows a short "real time clock malfunction." Did you forget to install the CMOS battery? Many sellers don’t include it. If you have it, check its placement carefully—only then should you replace it completely.

Yah if there is no cmos battery then that would be a problem for sure. Easily fixable though...

You're wondering if the CPU might be the issue after trying different CMOS batteries. It's possible, but check the motherboard settings first—sometimes power configuration affects performance. If that doesn't help, the CPU could be faulty.
