Your Logitech ClickSmart 510 webcam isn't compatible with Windows 10 because Logitech only offers drivers for Windows XP and earlier. It works fine on Linux with Video4Linux2, which handles the camera without issues. You can either use a different driver for Windows or obtain Video4Linux2 support for Windows.
