We don't understand this situation. If the game can't be launched just by running the .exe from the installation folder, we can't proceed further because it's against U.S. laws to bypass or crack DRM for protected content.

It still needs to begin the steam process, as the operator specifically mentioned not doing so.

Only when steam is enabled to remember the password (likely not the case) and he doesn't know it, based on how the discussion progressed, it still needs them to log in.
