I noticed a recent update from yesterday about this topic and feel a bit puzzled as to why it isn’t available on Microsoft’s site. When purchasing Windows 8.1, are you receiving the product key or the installation media? I’m looking for an ISO file so I can boot Windows from a USB drive and then enter the key I paid for. Since I don’t have an optical drive, I’m hoping to get the ISO without installing Windows on my current system. Thanks, Blueprint.

It's not an ISO file, but you can get it from Microsoft and then burn it to a USB drive.

You can proceed with the USB setup now. The key will be available once you purchase it, so no action is needed at this stage.

I’m not sure which version you intend to purchase. Could you clarify the details?

When you purchase, just use the key. It shouldn't take long to set up the ISO/mount for USB.
