Hey, Skyrim is an older title, and your new PC setup isn’t helping much. You’re trying to launch the game via the launcher but it just cycles back. Running from TESV.exe didn’t work either, and you’ve tried uninstalling everything, changing permissions, and even deleting all Skyrim files. It’s frustrating when progress feels stuck. use Nexus Mod manager, far, far better than skyrims default launcher and almost a requirement for heavy modding. Secondly, if you can't get the game to boot at all, try running it in comp mode if you've not already. And if that doesnt work try running the game with something like, SKSE or SKSE4gb, which might help too.

Set up SKSE and start it via the shortcut the installer generates on your desktop. Test running it in that manner.

I attempted to execute it in Windows 7 Comp Mode using the launcher, but I'll try SkS.
