Yes you can just unscrew it from the PCIE slot and then pull it out since the security latch is missing.

I have a similar issue with my older motherboard that I still have. The latch came loose, and I didn’t try to reinstall it. Once the graphics card is removed from the case, I just take it out. This should apply to your setup as well.
