You can browse C:\Program Files or C:\Program Files (x86) to check for files. I faced a similar problem once after installing Destiny 2 and logging out of the Blizzard account I bought it with. I deleted the game files manually, but Windows kept claiming the app occupied space. I couldn’t remove it without logging back into the Blizzard account that owned it. It seemed to be just a leftover info file indicating the game size. The actual files were gone. This might be a similar situation.

Navigated through Windows Settings, then System, Storage, C: Drive, Apps and Games, and removed Forza from the list.
