User accounts are necessary because MAC addresses alone aren't enough to manage network traffic effectively. Modern routers often include QoS features out of the box, and checking compatibility ensures you get the full functionality.

I have a place where I rent rooms out regularly, and it would be simpler to give each person a username and password instead of collecting their mobile device MAC addresses every month.

You can configure MAC-based blacklists to restrict or permit specific devices, but beyond basic access control, a router's capabilities are limited.
