The topic clearly outlines the situation. I've made numerous adjustments to my current Windows setup, and everything is arranged exactly as desired. Are there any methods anyone suggests that reliably allows swapping the motherboard and CPU without reinstalling Windows? I understand it sometimes works on its own, but I want to be safe.

You can run the CPU without trouble, but you'll have to restart Windows again. Microsoft often allows this. Make sure to clear the old chipset drivers and MB software.

Yes, you have your license, which means you shouldn't run into any problems starting the new setup.
