I just assembled my PC and now files download unpredictably, showing random dates. I use Windows 10, and I built it this year, yet the latest file timestamp is from 2010.

It's typically the real creation date by the developer. Look for "date modified" instead of "date" or "creation." In Windows Explorer, right-click the columns above files, choose "More..." and scroll to "Date" to see the possible dates a file can have.
