Switch the operating system to the other machine and remove it. (or start a different OS environment)
You only need access to the drive outside the operating system. There are many methods available, one simple approach is using Windows installation media and running "repair my pc" via cmd, then opening notepad.exe and deleting the file there. Another option is booting into a cmd window in safe mode.
The issue arises because your username contains a space. Using double quotes around the full path should improve compatibility.
