I possess a Seagate external hard drive that functions properly on a Mac, but it doesn’t appear on Windows devices. The sequence of events changes depending on whether it’s connected to a Mac or a Windows laptop.

Windows isn't able to interpret Apple file systems. You might find tools for Windows that can handle them, though the optimal choice is to format drives for common formats such as FAT32 or exFAT.
