The Dell OptiPlex 790 uses an LCLGA1151 socket. Your Intel Xeon E5-4610 fits within that size, as its dimensions are compatible with the socket. You should be able to install it without issues.

They are entirely distinct connectors, the dimensions don't match at all.

FCLGA 2011 refers to the same standard as LGA 2011. Yet, the Core i5-2500 uses LGA 1155, making it entirely mismatched with LGA 2011.

I plan to install the i5-2500 with LGA 1151, and the Xeon is LCLGA1151. I need to confirm if it fits on the same motherboard.

Checking the Supermicro board, X9DRW-iF, a dual LGA 2011 model, I’m curious if a FCLGA2011 CPU socket fits. From what I’ve seen online, it’s possible but not guaranteed—some sources say yes, others say no.

The term FC describes a method used in production, such as LGA1155 and FCLGA1155, which are essentially the same function.
