I use my TV as a monitor, which is an LG.

As per the manual, it indicates a problem with the "boot device".

I attempted using an old SATA disc if the error was caused by only M2 SSDs.

This is what I tried;
Moved the placement on the RAM, then removed all but one.
Verified that the graphics card was properly seated.
Switched the HDMI cable (it resolved the issue).
Checked the monitor with my laptop (functioned correctly).
Plugged in my old SATA drive to test if the problem was limited to M2 SSDs. (no improvement)
Checked the motherboard connection to the back plate (correct).
Verified compatibility on partpicker.com (they confirmed it).
Tried swapping the HDMI so it connects to built-in graphics boards (no change).
Confused question
Should I boot directly into BIOS without an OS?
It’s strange how the computer assembled.
My CPU seems to need a lot of power. On the motherboard, there were 2*8 pins for the CPU power. Previously it was half. I connected all of them. Is it possible that too much power is reaching the CPU? Or does it not matter?
(No comments made about this in the Ryzen 7 documentation)
It appears there are some pins next to the power input on the GPU, but I’m unsure what to connect. (The GPU manual didn’t specify.)

I tried inserting my bootable Windows 11 Pro USB into the backside USB port. The green light for no boot device turned off, but there was still no signal to the monitor.
