Choose either the hub or the fan header. The simplest method to diagnose is connect the hub to another header or install one fan into the header.

Do you have the hub model available? If so, it's likely designed to respond to signals from the motherboard, such as enabling fans when certain conditions are met. It might be disconnected or the fan could be inactive if the motherboard isn't powered on.
