Initially, the system lacks temperature data and must check all sensors. Until the scan completes, many brands default to "100%" to avoid overheating. Once the sensors confirm stable readings, the fans will gradually reduce speed. I’d only be concerned if the fans fail to lower after the computer is fully booted and steady.
