I own a FLEA Market fan connected to my USB port, but it fails when plugged into mine, works when plugged into another person's port, and only functions after being connected to a colleague's USB port. Anyone know what might be wrong?

Your complete system specifications are included. I also need to understand your reasoning for choosing a USB "Flea Market" fan over other cooling methods.

I'm relying on the outside fan to maintain my temperature, not the laptop itself. I'm using a Dell Latitude 7480.

Power shortage when beginning is likely the issue. Starting motors require double or more of their power, and some laptops fail to supply adequate energy. The voltage difference between 5V and the minimum needed for starting and operation is less than that between 12V DC.
