Not really... it varies too, like CPU matters. From what I've seen, Intel boots quicker than AMD, especially on current and previous generations of BIOS settings across many AMD boards. Usually around 10-11 seconds on my Intel machine, versus 4-5 seconds for AMD (for example).
On contemporary platforms, logging in within 20-25 seconds of Windows can be quick—sometimes before the power-saving mode shuts down the display.
It really varies by board. I've seen B650 boards complete memory training quicker than Z690 boards (both DDR5), and vice versa. Even without training, my B650M-HDV boots into Windows faster than most of my collection. That's why I say it makes sense. If you need to do memory training—especially on newer boards that can take over a minute—it won't matter much unless you're restarting often. A few minutes while you're using the system is practically negligible.
