Ello, I know this is an old game but I just bought it on Steam and installed HD texture pack. Also did that DX9 fix but the game would crash randomly if I have OSD on with Afterburner and my GPU would be running idle. Anyone know a solution to my issues?

Hello, The PCGamingWiki for Fallout 3 suggests turning off any overlay or OSD settings since they can cause crashes. You might need to disable them while playing. Generally, Fallout 3 tends to struggle with quad-core processors or higher, as it was built for single and dual core systems. It can crash simply because too many cores are being addressed. There are additional solutions you can try, such as using the Unofficial Patch, FOSE (which also disables GFWL), making the game LargeAdressAware via a mod, or adjusting settings manually. In fact, Fallout 3 was designed with single and dual core CPUs in mind, so it can fail just by having too many cores assigned. There are more fixes available; past discussions have threads with detailed suggestions. You can view a larger list here: But the issue may also stem from OSD settings from Afterburner or Riva.
