For the 7900 xtx I suggest this ASRock Phantom Gaming OC Radeon RX 7900 XTX 24 GB Video Card (RX7900XTX PG 24GO) from PCPartPicker. For the 4090 I think the Zotac GAMING AMP Extreme AIRO GeForce RTX 4090 24 GB Video Card (ZT-D40900B-10P) is a good choice from PCPartPicker. If you don’t need ray tracing, the 7900 xtx offers better value compared to the 4090, though it’s worth considering if you have the budget. Still, I’d hold off on the 4090 until AMD releases an improved model at Gamescom.

I wasn't talking about a CPU bottleneck, the writer highlighted some games that benefit a lot from the 3D cache on the 5800X3D. Cities:Skylines is one example. Avoid the 4090, your PSU won't be able to cope with it. It's excessive for the rest of your setup.

It's unclear if the MSI RTX 4080 Gaming X Trio will perform well as an upgrade. I'm concerned about overheating and potential hardware failure due to age and heavy use.

In urban areas it appears performance varies. The review was evaluated using a 12900K processor paired with a 3090 Ti, according to TechSpot.

You’d need a significant amount to ensure smooth operation in the PSU.

The charts you displayed don't show a direct comparison between regular Zen3 and Zen 3 with a 3D cache. It's 17% better on 4K using a 3090Ti.
