Use a tool such as rufus or etcher to burn the tails ISO file onto a flash drive. This should complete the process.

You installed the OS image via Etcher but encountered the same issue during boot, receiving the "Unable to find a medium containing a live file system" error when using the Universal USB installer.

Execute "sudo mkfs.ext4 /dev/sdX" to erase the USB drive, then retry the setup process.
