Check the BIOS instructions carefully. The Gigabyte page might have issues with your Z490 model, and it seems the device isn't responding properly.

To disable it, use CSM. To activate 4G decoding in BIOS, you must enable it as well.

Updated the bios information first, then activated it within the bios settings. It should function automatically now. All other configurations are already correctly set up.

It was likely in the "PCIe interfaces" section, and it was activated through the BIOS after the update. I didn't need to turn it on manually.

I resolved the issue. Had to upgrade the BIOS for my RTX 3070.
