16GB dual-rank modules put a lot of strain on the CPU and motherboard. They should work with an LGA2066 processor or a Zen2 chipset. A few 2-DIMM LGA1151-2 boards can handle them too. If you haven’t already, consider boosting Vccsa and Vccio to around 1.25–1.35V, and increase memory speed gradually—starting at 3000MHz.
