CPU runs at full capacity while Chrome fails to launch. Task Manager opens after a short wait, but the system shows high instability—90% interruptions and 40% service/controller activity. What just happened to my machine?

Driver or hardware problem occurs when the CPU receives a command to halt all activity, essentially saying "Stop everything you're doing, you need to handle this!" In short, good news: Windows won't load drivers for removed hardware. You can test by powering off the system, removing the hardware (USB or internal PCI-E), turning it back on, and checking if the issue resolves. Keep repeating until you identify the cause. Next, try Safe Mode to uninstall the driver or test the hardware on another system.
