It appears Chrome's 'tab discarding' feature. To turn it off, visit chrome://flags/ and adjust the setting labeled 'Automatic tab discarding'.

Some sections of Chrome use a lot of RAM, while others consume a lot of memory. If your system uses around 70% RAM at startup, it means there’s excessive background activity running.

One of the MSI applications was experiencing a memory issue. I removed all of them, and the system's RAM usage has returned to normal.
