What case? Stock cooler with the 3600 is decent, so temps should be lower. Are you not getting enough airflow to vacate the hot air? When you say idle, have you checked background processes to see if the CPU is truly idle or working still?

What are the temps like under load? What voltages does HWInfo64 show at idle? OP said it also happens in BIOS, I don't think there's going to be much CPU load in BIOS.

I didn’t include it in the case file. Just basic startup programs are active, but I’m unsure why it’s running high even when using BIOS. CPU stress test results show temperatures near 93°C.

The setup with fans and airflow helps by moving hot air away from the CPU and pulling in cooler air to cool the fins. Your room temperature is important, and you're sure the cooler was installed correctly with proper thermal paste? You seem to have used the paste beforehand. Stress testing pushes the CPU to its limits, but your model only reaches 94°C during the AIDA64 test—still within safe bounds.

The 60C+ idle setting in BIOS isn't typical, especially if you've replaced the motherboard. Unless the ambient temperature reaches 40°C+, double-check that your cooler is correctly installed.
