The same problem occurs in full screen and without borders. I only have it in windowed mode to display the task manager.
I’m experiencing a really bothersome issue where many games, mostly, show severe stuttering during play. The affected titles are Lords of the Fallen and Enshrouded. While these games run, my GPU is at full capacity and my CPU usage remains low. The VRAM seems fine according to the task manager. My PC has been disassembled and cleaned recently; temperatures are normal, and I’ve tried several fixes from Google (like reinstalling the graphics card) without success.

Cinebench scores were generally normal, except for the GPU. I think the GPU score was around 11000.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
Use DDU to remove all GPU drivers(Intel, AMD and Nvidia) in Safe Mode, then manually reinstall with the latest driver sourced from Nvidia's support site in an elevated command.

The BIOS version is z390 Aorus Ultra F9.
I ran DDU recently to perform a clean GPU driver install, but it didn't resolve the issue.
