I experienced comparable problems a while ago, mainly related to my hard drive or Windows 10. When the stuttering occurs, use alt-tab to open Task Manager and examine hard drive usage—exceeding 90% usage suggests the issue. I also disabled Microsoft Telemetry and other related settings, though I’m not sure of the exact steps. Closing resource-heavy applications might help, but it may not resolve everything. Hardware failure is a possibility, though unlikely. Is your computer starting up normally or is it running slowly?

AMD ReLive is AMD's Shadowplay. There is a tab in the AMD Software program, that is called Relive. Try turning all the functions off.

PC is fine, the reboot takes about 20 seconds max. I don’t have an SSD for free. I’m worried, but if it’s the HDD acting up… Let’s try CSGO—it’s the only game on my SSD. If it runs smoothly, we’re good. Just installed the latest drivers and still getting stuttered.

Consider reinstalling the drivers. If that fails, I would reinstall Windows.
