I bought my new computer mainly to run Witcher 3 at full performance without any lag. It worked perfectly. Now I’m seeing a lot of pop-up ads, whether from NPCs or low-resolution textures. Anyone else facing this issue? I checked the area and thought it might be related to the 1.04 update, but I wasn’t sure they’d fixed it yet.

I don’t use HDD or SSD. I discovered that Witcher 3 texture loading takes longer on my PC because of the HDD. However, on my gaming laptop with SSDs in RAID, the issue disappears. I’m hoping this helps you.

Occasionally individuals showed up. However, it was quite uncommon. I increased the distance between them a lot—maybe that would assist?

It might help to adjust or tweak it, since by default it clearly isn't optimal.

It can happen to me too. I've got it on an SSD as well. Occasionally folks seem to show up about 10-20 yards ahead of me. Not great.
