I deleted Itunnes and rebooted the PC completely. No improvement—still consuming about 40% of the CPU power. I’m considering going back to a backup from about a week ago to check if it resolves the problem.

The system remains consuming 30-40% of the CPU. I’m unsure what’s triggering the problem. It appears to improve slightly—currently around 20-25 FPS in games—but it hasn’t been resolved. Just a bit better.

Win 10 isn't utilizing DirX 12 because no games are available yet. The setup of DirX12 in Win10 is backward compatible, meaning it should support older versions. This process will confirm the installation status: press Windows+X, select "run," choose the type and enter dxdiag

The program consuming the CPU heavily appears in the Task Manager under the Processes section. You can right-click it and navigate to its file location for more details.

It was a "System" file located in the System 32 folder on Windows. Interestingly, after rebooting the PC, CPU usage dropped back to under 10% during idle time. I’m not sure what resolved it, but I’m relieved it’s fixed. Now I’m concerned about possible recurrence and don’t know the exact solution. Thanks for all the assistance! Your support means a lot. Love being part of this forum.

What speed are you achieving with WoT at 40 FPS on a 960? I tried it at 40 FPS on my old GTX 550 Ti.
