I'm not sure, but i suppose it's a RAM failure. Do you have someone that can lend you a stick of RAM?

I wish I had tried something different. I believe I uncovered the cause behind the trouble. When I want to enjoy online games, I usually check my resource monitor and stop any programs that might drain my bandwidth. One such program is svchost.exe (netsvcs), which I thought was just a Windows update tool. In fact, with Windows 10 Pro, I can turn off automatic updates, and it’s been that way for a long time (I still update manually occasionally). Still, it keeps appearing unexpectedly and consumes bandwidth. Usually, I have to right-click and suspend the process to halt downloads, but since stopping it just restarts it, it works. After not testing much, I stopped suspending it and playing online, and the issue disappeared. Last time it happened yesterday, after I suspended it for TF2, I’m 99% sure that’s the culprit. Fixing it means dealing with the inability to play online whenever I want.
