Hello, I understand there are many similar discussions online, but so far nothing has been helpful. I’m sharing my own experience. Recently, I upgraded my PC with new parts—switched the motherboard and CPU, and everything functioned normally until I replaced the PSU and GPU. Now I’m facing stutters with my new RTX 3060 Ti, which didn’t occur with my old GTX 1060. I’ve tried various fixes: reinstalled drivers, updated Windows, adjusted BIOS settings, turned off GeForce Experience, enabled Xbox Game Mode (or whatever it is), checked all connections, and monitored FPS and frame rate using Afterburner. While FPS is high, frame rate often drops unexpectedly, even when lowering game settings to minimum in titles like Red Dead Redemption 2 or Witcher 3. These stutters mainly happen during open-world games, especially when larger or more demanding content is loading in front of me. They don’t occur in every game, such as League of Legends. I’m curious if this is related to my storage drive, since that’s my main concern. Could it be the issue? Thank you for any advice—your help would mean a lot. I’m attaching a video to illustrate the problem, though it’s shorter than expected (the file size is limited to 20MB). My setup includes: 16GB RAM (4x4), Intel i5 12600K CPU, RX 3060 Ti GPU, Gigabyte B660 motherboard, Volcano 750W PSU, and a 240GB SSD. Games and other files are on two 1TB HDDs. My system is running on an ASUS TUF Gaming laptop with a 658550092_RedDeadRedemption22023_03 build file.

You haven’t removed the old drivers, replaced the windows, or left them overlapping.

I only updated the drivers from Nvidia's official site, tried adjusting Nvidia settings and cleaning storage, but it didn't help. Then I reinstalled Windows.

I tried the first setting (clean and restart), but nothing has changed—it’s really frustrating.

It seems the GPU, operating system, and drivers might be causing the issue. Could you share your current resolution? Also, have you considered limiting frames to 60 or even 30 to help narrow down the cause?

I enjoy 1080p resolution, but keeping FPS capped at around 60 feels less ideal since I invested in a good build and everything worked smoothly before. When capped, temperatures stay low—usually between 69 and 70 on the afterburner. Right now I’m playing RDR2, and in forests or during longer rides the stuttering is rare. But in towns or tougher areas it becomes obvious and bothersome, with frame rate drops similar to what I showed in the video.

There are brief spikes at certain times, but most of the time it remains smooth and steady.

It seems like you're experiencing occasional screen glitches at the start of gameplay, where the display briefly goes black and then restores. This could potentially be related to stuttering or performance issues.
