He seems unfamiliar with DNS, which might explain why he isn't using it. His router stays off every night, but the issue persists. Last night's ping dropped to 120, though it remains stable, so at least the CS is working. Thanks for your response.

Have you experimented with ping across several machines? Keep in mind that each device uses its own DNS server, so altering your DNS won’t affect your ping—it might just speed up loading initially. I suggest using 1.1.1.1 and 1.0.0.1 for DNS because they tend to be quicker than most ISP-provided servers. A more effective latency check would involve a traceroute over TCP, as many providers handle ICMP packets differently. You can find guidance in tutorials, though you don’t need to follow them all.
