Your issue is that you expect a ping between 15-30 ms, but even with the correct server route, your ping jumps to 40-70 ms, making gameplay difficult.

Execute trace route on the server's IP address from your device. You should notice the issue location. Usually, this reflects poor routing. For reference, the distance between you and the server doesn't affect pings. The packet might cross the country before reaching the server.

ISPs manage only their own network traffic, not the entire internet. They link to a backbone provider that connects multiple service providers. If you're using a backbone connection, it might not be necessary to contact your ISP.
