Are you using the newest BIOS for your motherboard? Have you saved the most recent chipset drivers from AMD? Is the MultiPlane Overlay turned off? Are you running the latest graphics card BIOS? Do you support 1440p or 4K resolution?

It's interesting that I attempted to adjust steam.exe's affinity settings and it seemed to resolve the issue, but the problems reappeared the following day regardless of changes.
