The setup.exe in the ISO can be utilized when the ISO is mounted either virtually or via USB/CD. This method is suitable only for upgrading. For a fresh installation, you must boot the computer using a CD/USB that contains the ISO file. Edit: Copying setup.exe to another PC won't function properly.
