I checked the jb hi-fi australia page and found Microsoft mentioned Rise of The Tomb Raider as an Xbox-only title. It seems similar to how they handled Titanfall.

Pretty sure it's timed exclusive to help increase XB1 sales when it releases. JB tends to put up pre-orders for everything even though they don't have a confirmed release date. Even Mass Effect 4 is available for preorder...

I believed Microsoft paid them to create a limited-time release only on XboxOne. It would have been insane to surrender millions in revenue from PS4 and PC players. I think the timing is just around the corner...
