Hey there, I've faced this problem before and after formatting my PC, it popped up again. I don't recall the fix, but I think ACPI.sys is causing a lot of DPCs and taking up 30-40% CPU, especially on Core 0. Anyone have any ideas?

Update: In the event viewer I saw a report for Event #37 across all cores.
Also, Event #55 appeared for all cores too.
Using Process Explorer I located the start address of the problematic process — "acpi.sys+0x24fb0".
It seems the issue might be linked to using Virtual HD to access my system image before formatting.
I'm pretty sure the culprit is my external HD.
If I power off the PC and come back, it works.
