Every time I interact with my GPU's clocking speeds it causes a wild reaction

the max clock speed mentioned is 1215 mhz, but i'm not sure about the idle speed. i've tried different gpus and haven't managed to boost the memory speed. it seems like adjusting power limits and fan speeds helps, but i'm still stuck. the system runs smoothly even when underclocking by a few milliseconds.

How fast are you aiming to reach? The online reviews say the GPU can go up to 1215 MHz, and memory up to 1500 MHz. I don’t change the memory settings on my card, I’ve tried three different ones without success. Just set power limit to max, temp limit to max, fans on full speed, check unlock voltage in settings, a bit raise clock speed if needed, then adjust voltage until it works. Even when underclocking by 5 MHz it still runs. What’s the clock speed when idle? I’m not sure what “idle” means, but I think it’s when no games are running. It's quite odd why underclocking causes issues. Underclock means the computer is idle and not doing any work. If your underclock is below 450 MHz, the GPU will use 450 MHz as its minimum speed, while the maximum it can run is 1215 MHz. Try changing the clock speed in the picture from 1120 to 1130 and see if it still causes problems.
it's really odd how it gets affected when you lower the clock speed... yes, idle mode means the computer is idle unless you adjust it below 450 mhz, then the 450 mhz becomes the minimum possible for that GPU. the max it can run is 1215 mhz. try changing the clock speed in the picture (it says 1120) to 1130 and see if it still causes issues. keep testing both overclocking and underclocking by 1 mHz, both cores and memory.
In MSI afterburner, the bottom tick should be checked "Reset display mode on applying unofficial overclock". I faced this problem with AMD dual monitors due to conflicts between Amd's own software and MSI. It caused significant issues for months until I rebuilt my PC. Sometimes adjusting resolution and refresh rate helped, other times I disabled Google Chrome and Adobe Flash Player. Reinstalling GPU drivers also resolved the issue.

Downloaded 16.4.1, it works fairly well. There have been instances of minor issues with a frame. Should I be forced to rely on outdated drivers?
