It's one of two possibilities: the Windows network stack might be faulty (you'll notice this when you start Ubuntu and either succeed or fail to get an IP), or the Ethernet card on your PC is damaged. I've experienced two or three failing onboard Ethernet cards over the years. The positive side is that you can easily replace a compatible NIC for around $10 to $20, and you're back up and running. Consider getting an Intel Pro1000, which is considered the best for 1Gb NICs.

Connect the USB drive to your computer and enter BIOS setup. Select the correct boot device, then save changes and exit. After that, reboot and try connecting the USB.

I’ll keep this brief if you discover the adapter works elsewhere. The instructions are almost identical to what you attempted earlier, but they focus more on IPv6 problems.

Just returned from Ubuntu but still can't connect to the internet. Kept trying to boot it, but connection failures kept occurring. Even after unplugging and replugging, the issue persisted. No other devices worked on the old router I used the night before. It seems the port might be faulty. I remember using an X570 Aorus Elite about a year ago.
