@wonderlust : Wait a moment. It's not a good reason to reinstall whole system. I created 3 reg files for you: http://www.files.xs.com.pl/registry.zip Try to run them / insert into registry and restart computer. They're from my win10 and they are related to that original registry key. If something was wrong - it should fix it. Win10 64bit of course.

Create it now. Or refer to reg1.reg from my earlier message. Remember, sometimes you need to restart or log in again for updates.

Looks the same for me. I'm using different registry editor - that's why you don't see that "InProcServer32" in right pane. But you see it in left pane - and that's all you need. Look inside and compare to second png. If it's the same then I cannot help you right now (I must go for some time). But for sure there is better way to fix that without reinstalling Windows.
