The system encountered an issue while trying to launch Microsoft Outlook. It reported problems opening folders and failing to connect to Microsoft Exchange.

Reinstalling Office or Outlook appears to be the simplest approach to consider.
If an exchange server is in play, you must reach out to the person managing it. For a personal account, Microsoft support would be advisable.

You might notice the issue when the .ost file is damaged too. Removing it and starting again will prompt Outlook to rebuild it.

You can reinstall or uninstall Outlook just the application itself.

It varies greatly depending on the setup, but generally Outlook isn't deeply connected to Office. You might be able to run a repair on the current version.
