I downloaded a Windows 7 Home Premium copy from an old Dell and installed it on my new PC. I knew it would invalidate the product key, but I’d heard you could obtain a fresh key via automated phone service. My understanding is I need a new product ID to activate over the phone, not a key. Do I need to be SOL or should I ask someone for help?

I attempted that earlier; the key is connected to the MoBo, which prevents transferring it (as noted in my search results)....

Contact Microsoft directly. They can resolve the issue via phone.

It's an OEM license, and they probably won't allow you to move it to a different computer.

I believe you assembled a computer, installed an operating system, created a new version, and then moved the OS over. I understand this can happen. It seems OP likely received a ready-made Dell and tried to apply the existing OS, which probably isn't feasible. @ LennyIsLife your understanding is correct.
