Click the game with the right-click, open properties, navigate to local files, and then select verify integrity of game cache. Any absent files will be fetched.

Do you have an AMD card? If so, there has been many issue with Just Cause 3 and AMD. Try updating your drivers. Also quote people when replying so we know you have come back with an answer.
