I located a solution. I’ve been working on this for about a year. The issue is tied to the Windows update service. If I tried to update, I’d get error 0x80080005. Checking the Windows Update service might show it’s stuck during startup. I performed a clean install of Windows several times, around three times. Even the tech support gave up after the seventh attempt. Luckily, removing any second SATA HDD resolved the problem for me. My main OS is on a m.2 drive.
