I faced a comparable issue, though it wasn't identical. I ended up reinstalling Windows since everything failed. It looks like the 2004 setup process has some problems.

updating might not be necessary since 1909 remains functional with ample support remaining. try using the advanced startup menu to revert to that version...

It's best not to proceed. 2004 was a problematic year with numerous issues. Microsoft is restricting it on many systems due to concerns about potential damage. I'll wait until the bugs are resolved or until the next update from a new developer. Perhaps improvements will come then.
